It's been years since I did this if some one could take me thru the steps to

No, you did not follow the steps that your ISP gave to setup an e-mail account because cebridge.net is NOT the name of their POP3 and SMTP server. Go read http://support.cebridge.net/webmail.php again to get their server names that you are supposed to use. You specified the domain name but omitted the hostname, as in:
hostname.domain.tld[.cctld]
where: hostname is the host's name, like "www", "pop", or "smtp"; domain is the IP name of the domain ("cebridge", in this case); tld is the top-level domain, like .co[m], .net, etc.; and cctld is optional and the country-code top-level domain, like .us, .uk, .ca, etc.
