Outlook is an e-mail client, just like Thunderbird, Pegasus Mail, Eudora,
and other e-mail programs. They don't create e-mail accounts. They send
and receive e-mail through your e-mail account which you get from someone
else (unless you run your own mail server and your ISP lets you do so).
Since you changed ISPs, you will need to use the e-mail account provided by
your new ISP. Since you are paying them, call them to find out how to setup
your e-mail client, or read their help page(s) on their web site.
If you change ISPs often then you might want to get an e-mail account from
somewhere other than your ISP so your e-mail address doesn't change when you
change ISPs. There are webmail accounts, like Yahoo or Hotmail, where the
freebie accounts require that you use their webmail interface, but you can
pay to get their premium service that allows using POP3/SMTP e-mail clients
to connect to your mailbox there (YahooPOPs is a free proxy utility that
will let you connect to freebie Yahoo Mail accounts). There are lots of
paid e-mail service providers out there, but remember that you are paying to
get their e-mail service when your ISP is already providing e-mail service.
