The hard drive icon indicates on- or offline. A normal icon is online. An icon with an X indicates offline.

Enable diagnostic logging (http://support.microsoft.com/?id=300479) and see if Outlook is properly talking to the server. If you can't follow what the log contains, post it here and someone should be able to help.
