I cannot reply to email without allowing permission to email addr.

After a new install, I get a popup message every time I try to reply to a
message. It asks me to allow a program to access my email addresses for "x"
number of minutes. This is so frustrating and unnecessary, but I cannot find
how to stop it from happening. It never happened on my old computer, and I've
tried unchecking all boxes in Outlook (XP) and Internet Explorer that suggest
a security permission. All advice is appreciated.
