Error 0x800ccc0e?

I've googled for the Outlook Error 0x800ccc0e and have followed all of the
examples that I can find but it still doesn't seem to have solved my
problem.

1) I am not able to check my email and get the error above.
2) I've tried to TELNET to my mail server Port 110, DOESN'T WORK
3) I've tried to run the command "netsh int ip reset c:\resetlog.txt" ISN'T
RECOGNIZED

NOW WHAT?
