Problem is resolved, but not necessarily solved. I do not know which
action made the difference.
I used Office Update at Microsoft to check for any updates that might
affect Outlook. Installed several, but had a message that several
could not be installed. I then rebooted the system, which had already
been tried a couple of times before. Following reboot Outlook would
now connect to the ISP's mail server and actually deliver an outgoing
message. Norton Anitvirus scanning is also working - before the
message never got to the NAV scan stage.
If I really knew what fixed the problem, I would certainly post the
solution; I'm just glad things are working again, although I am always
disturbed when I don't really know what the solution was.
