As well as setting Outlook to Work Offline, you may have to also "exit and
Logoff" Outlook (if it's an option, otherwise Exit),then either physically
disconnect the computer from the Internet or release the IP so that it is
"disconnected". Now restart Outlook and see if you delete the message. I've
always been able to do so.
