Not sure what you're asking to do here - are you talking about how not to
see emoticons in mail sent *to* you? If a sender is using HTML or Tich Text,
and puts in smileys and stationery and annoying embedded graphics and music,
you're going to see it.
You can set up Outlook to "read all standard mail in plain text" if you wish
(I've never tried this myself), but that may be an elephant gun to shoot a
mouse.
You could tell your most annoying senders that you would rather they sent
you plain text e-mail, too.
Not sure if I've answered your question, because I'm not sure what your
question actually *is*.
