Permanently blocking malicious sender

Please Help! I have tried everything I know how...
I have Outlook Express (not 2003). Somehow I got on a
list and am now receiving a daily email (sometimes twice
a day) from a site that I do not want to receive. I have
set my emails to be in plain text. I have put this sender
on my Blocked Senders list. I have made a rule so it goes
to the Deleted Items folder every day, and then I have to
manually empty the folder. From Internet Explorer, I
delete my cookies. I delete my daily files. I have added
all the permutations of this site to the Restricted Sites
list, even knowing that the address I see on my end is
probably bogus.
Am I doomed to receive mail from these jerks forever? A
friend (my ex, actually, so I can't ask...) once removed
their signature from my machine, but now I am getting
emails from them again. What can I do?
