An upgrade from IMO to Outlook 2002 carried over a lot more than just this
feature, however, and left the user with such a dysfunctional profile that
they would have a lot more problems than just this. I assumed that since the
OP said they "upgraded" from OE, that they meant they installed Outlook for
the first time. Hard to know for sure when so little information is posted.
