Operationally, you don't download messages from Hotmail. (Technically you
do - they're stored in a cache PST that you see as the Hotmail folders.
However, they're just copies of the folders on Hotmail and the items they
contain and remain on the Hotmail server.) Rules you create with Outlook's
Rules wizard do not apply to HTTP accounts.

Can't be done. That's not the say HTTP accounts work.
So, the bottom line is, neither of your desires can be satisfied.
