Downloading messages from server

I recently created two Windows Users. Since about that
time, I find that each time I log on and do Send/Receive
(Outlook 2000, Leave Messages on Server), the messages
download again. I have disabled Leave Messages on Server,
but would like to use it now and then, and this is
frustrating. Can't figure out what I have dinged up.
