Outlook only blocks pictures that are linked to an Internet location not
when they are embedded.

The solution for you would be to read all your messages in Plain Text so
even embedded pictures won't be displayed (just as an attachment).
Tools-> Options-> tab Preferences-> button E-mail Options...-> read all
standard mail in Plain Text
