Mail not being delivered

I have a wierd problem. I have a select few users around
the office that when they send E-mail to a certain person
outside of the office, it never reaches them. I have
admin rights, so I can send E-mail from them that reaches
the recipient, but when they try to send it from their
computers, the mail is never delivered. The users trying
to send the E-mail are using Office XP, and I have office
2003.

Can anyone think of a reason this could be happening.
