If Outlook is not connected to an Exchange server, all rules are "client
side" rules. If Outlook is connected to an Exchange server, some rules are
"server side" and some are "client side". Any rule that involves playing a
sound, displaying a message, or moving an email to a folder stored only on
the local machine is automatically a "client side" rule. Client side rules
will only run when Outlook is open.
