Japanese characters not showing up in subject line

Running Outlook 2003 on an US English Windows XP
Professional system with the multi language pack installed.

When changing to Japanese it will let me type out the body
of the email in Japanese but will revert back to English
when I move the cursor to the Subject line and I cannot
get it to revert to the Japanese set.

Any ideas on why it does this and how to resolve it?
