Outlook error messages

I cannot use F9), problem seems if I am sending out
emails - will not synchronize sent items, I get this
error message.?

This is the Error Message:
Task 'Microsoft Exchange Server - Sending' reported error
(0x8004011D) : 'The server is not available.

Please advise any suggestions
