Are you *absolutely* sure the account is configured correctly?
See your ISP's help site. I see the doc
http://www.cogeco.ca/files/pdf/userguides_on/internet/Add_email_account_Outlook6.pdf
which suggests that you should not be using Secure SSL, yet the error
message below suggests that you have set it?
