I worked on the system today and found that also. The default email
format is HTML, but I was able to send plain text email. The Outlook
"test" email is also only plain text, and I was able to send and
receive that. But Outlook 2003 would not send HTML email (from ANY
workstation) until I unchecked the "Use Word 2003 as email editor"
option (default). I was then able to send HTML email without any
problems.
That fixed the problem, but I think it is only a work-around. I
thought that option meant that WORD could also be used to send email,
but did not prevent sending mail directly from Outlook
