Attachment Security Warning

I am in an Exchange environment using Outlook 2003 and
Windows XP as well as Windows 2000. When users receive a
shortcut (a .lnk file) the users who have XP get a box
about Attachment Security Warning and it gives the option
to either Save to Disk... or Cancel. The users with
Windows 2000 get the same box, but it has the option to
Open / Save to Disk... / Cancel. I know that by default
Outlook blocks .lnk files, but I have edited the registry
to allow .url and .lnk files to pass through
(Level1Remove). Anyhow, what I want to know is if there
is a way to give users the option to OPEN the .lnk file as
opposed to just saving it to disk. Any suggestions would
be great, if I have to edit the registry of the XP boxes
that would be fine, I just can't seem to find a reg hack
that will solve the problem. Thanks in advance for your
