Deleted Email Returns

We are using Outlook 2002 with POP3 to retrieve email remotely from our SBS
2000 Exchange 2000 mail server. Whenever we attempt to empty our Deleted
Items folder, these messages return as new messages in the Inbox. However,
when we access the email via OWA, deletes behave themselves and the messages
deleted from Outlook don't appear. This is causing quite a problem. How can
we resolve it?
