Signature in outlook 03 wont scroll down-typing or hitting enter

Hi can someone help me figure out why my signature in outlook 03 wont
scroll down as im typing and hitting enter? Eventually im wring overtop
of it and inside of it.

If i use the same signature in outlook 02 it scrolls down just fine by
hitting enter.

The signature was created in publisher 03 and saveed in HTML format.
