The link needs to be in this format:

<outlook://Public Folders/All Public Folders/YOUR PUBLIC FOLDER PATH/~ITEM
NAME>

You need to include the "~" before the item name. The "<>" on each end of
the link keep it intact in case it breaks across two lines.
