The users have Administrator rights. The excel.exe file
updates to the correct date. When an update from Office
2000 to Office SP3 is installed from the same install,
both files have the correct date - excel.exe and
outlfltr.dat. It is just the reinstall where the date for
the outlfltr.dat files does not change.
