Outlook 2002 / EFS bug report

I am currently implementing XP EFS on a corporate network and suggesting
that users encrypt their user profile folder (\Documents and
Settings\username). This would typically include the Outlook
temp/attachments folder. After encrypting, it is no longer possible to save
attachments from Outlook 2002 to a volume that does not support EFS (in our
case, this is typically done with LAN shares). An error, "cannot save
attachment," is returned. Run-time workarounds include opening and resaving
the attachment or saving the file locally before copying. Of course the
issue can be resolved by decrypting the Outlook temp path (using cipher from
the command line, as this is a hidden folder), or modifying this Outlook
path prior to applying EFS.

Typically when copying an encrypted file to an unsupported volume, a notice
is displayed indicating that encryption will be lost. This is the first time
I've encounted an application erroring with EFS decryption. I'm aware of the
workarounds, but this is a roll-out to many thousands of users and a further
understanding of this seemingly Outlook-specific issue would be appreciated.
Anyone have technical details about this?
