None of the options dialogs are programmable or can be read/written to. In
most cases Outlook will read settings from the registry at startup and
then cache that information. When something changes it writes back the
data to the registry but never re-reads it until Outlook is closed and
restarted. So the best you can do is to change things in the registry when
Outlook is not running and those settings would be used at startup.
