I don't know if it is possible, or not, to do what you are looking for
with the Outlook client... however, why not take a different approach
and install a "free" manageable SMTP service to the system? So long
as proper security is configured on both the system and the SMTP
service you can then create a command file that creates and posts the
message to the appropriate recipient(s))?

There are smtp servers/services out there... I don't know if you've
looked, but there are some that might fit your requirements and be
more flexible than forced changes in the default behaviour of
Outlook...
