Blank Forms

I have created and published a form. When I send this form to users within
my domain they are able to see the form without any problems. When the form
is sent to a user outside our domian the message is blank and the form is not
visible.
The message starts out as RTF, but when it gets to the user outside our
domain it is HTML. Not sure if this has anything to do with the problem.
