Can't Edit Footer in HTML-Formatted Messages

The Page Setup dialog for HTML-formatted messages in Outlook 2003 implies
that you can edit the header and footer. Editing the header works fine, but I
can neither edit nor delete the footer. For even though my footer edits show
up in the registry under HKEY_CURRENT_USER\Software\Microsoft\Internet
Explorer\PageSetup and its HKEY_USERS counterpart, the default-formatted date
is what prints in the lower left corner of every page.
I'm running XP Pro, SP2.
Any suggestions on how to fix this would be appreciated.
