I've pieced the following together and to the best of my knowledge this
is what has happened.

If you've ever been in a large corporate environment you've probably run
into situations where each group within the company has to justify its
existence. And as profit margins grow smaller this means budgets get cut
to help increase its bottom line.

Funding and development for Outlook 2001 and Outlook 98 for Mac OS 9 and
earlier was provided by the Exchange Server team within Microsoft. This
app was basically outsourced for development.

The Exchange Server team chose to discontinue support of the Mac client
altogether and the Mac Business Unit, seeing the need for an Exchange
client, picked up the ball. It couldn't get legal access to the code of
Outlook 2001 and it also didn't make sense for it to try to support two
clients (Entourage and Outlook). (The MacBU is a very small part of
Microsoft and therefore its budget is sized accordingly.)

There's simply not enough demand to create a feature for feature client
for the Mac that's as robust as Outlook for Windows. As Entourage
matures it should grow in features for working with Exchange. But the
MacBU must also make it appealing to the home user who will have no need
for the Exchange features. Compromises will be made.
