In outlook 2003, user is not given the option to encrypt to sign
e-mails. These buttons and all options where they can be found in
various menus are greyed out. However, the certificate is listed just
fine and configured properly in the security options.

I have seen problems in the crypto store whereby it will show correctly in IE or in certmgr, but Outlook cannot access it. The only way we've been able to fix that is to recreate the person's Windows profile.
