Have you guys made any progress on this problem?
I'm having the same problem and tried several resolutions with no luck.
Thanks.

Customer has a home grown Access application which automatically generates
emails from a diary list when the user logs in to the database.
I'm trying to configure Outlook to send the emails without the security
warning and have been following the instructions in the readme.doc in the
admpack.exe in the ORKTOOLS (ork.exe) for Office 2003.
I manage to get as far as opening the OutlookSecurity.oft file which asks me
for a folder and I browse to Outlook Security Settings whereupon it tells me:
The custom form could not be opened. Outlook will use an Outlook form instead.
I've cleared the Custom Form cache (it was empty - they don't use custom
forms).
All SPs and updates are applied to the
client PCs and Server.
