I think so many people are using the "import export wizard" because

This MS Assistance is titled "Convert a non-Unicode data file (.pst) to a
Unicode data file (.pst)
I have tried File/Open/Outlook Data File and get the same error message.
Everything I find about giving permissions relates to Exchange servers. I
do not know how or where to give read / write permission to a file.
Any ideas?

Please Help! I am working from home and need to open Outlook 2003. I have tried to uninstall so I can install but could not do so as. Besause of this message Unable to open your default email folders. Files is denied. you dont have permission required to access the document setting application data microsoft Outlook.pst
