Many thanks for the clarification. I'll have to keep working on this.

If following all your previous suggestions doesn't resolve the issues I'm
now having, should I uninstall and reinstall Outlook and, if so, will doing
that also remove all my contacts, emails, etc.? I know some "uninstall"
prompts question uninstalling "all components" and I'm not sure if that
would include contacts, calendar, email, etc.

Your digital signatures are not stored in Outlook. They're stored in a
Windows cryptopgraphy folder. If you change PCs, you'll have to reinstall
your certs. Since certs are tied to your mail address, that can't have
changed either.
