Safe mode is basically disabling add-ins and customizations. See if deleting outcmd.dat helps. A new profile (if you haven't tried it) will show if the profile is maybe corrupt.

I still have the "safe mode" issue after deinstalling my pop to hotmail and
adding a new instance of hotmail (extremely painless by the way).

Frankly I don't understand what the big deal is with safe mode in Outlook
anyway. There aren't that many customizations to the interface that I care
about.

But if I knew WHAT Safe Mode was turning off perhaps I could just turn that
thing off myself and open in normal mode safely.

Id try removing the account then re-adding it or test with a new profile and
Hotmail using the Connector. If you also have a POP3 account try with just
that then add the Hotmail account and see how it goes.
