But you said that autocompletion _did_ work, then failed after a restart. Did you mean that? That's the symptom of a lost connection between the profile and the NK2 file. Having no NK2 file whatsoever in that scenario is inexplicable and not reproducible that I am aware of.
Make sure you do not use AV scanning of email.

I have created a new Outlook profile. Before writing this post I went
through everything I could find regarding this issue and you responded to
quite a few of the questions although I never found a posting specific to my
question. I will do a new profile again and see if it works this time but
can you clarify something? You say that it is impossible to not have a NK2
file if autocomplete is enabled and functioning. My problem is that
autocomplete is enabled but not functioning at all and when I search for the
file there is NONE (even within hidden files/folders) so your initial
response confuses me. What corrupts the actual forming of the file? The bad
profile or something else? Thanks for your time and knowledge.

Creating an "NK2" file manually is just nuts. That was bad advice.
The problems you are reporting are very common and have been addressed here
many times. The problem is a corrupt connection between your Outlook profile
and the NK2 file and are usually solved by creating a new Outlook profile.
