SBCMSYNC.DLL is the Small Business Customer Manager Included with
Outlook 2000 but not outlook 2003. If Office 2000 CD#2 is installed you
need to re-install in maintenance or repair mode and select the option
to run locally on your PC to get it to work.

See KB article listed below if you need this function.

As we do not need or require this function I remove it.
From the toolbar click Start, click Run, type regedit, and then click
OK.
Navigate to the following registry key:
HKEY_CURRENT_USER\Software\Microsoft\Office\Outlook\Addins\SBCM.ADDIN.1

With the Sbcm.addin.1 key selected, press DELETE.
Quit the Registry Editor.
