Outlook BCM Install failed

Tech-Archive recommends: Fix windows errors by optimizing your registry

Hi

I have Office 2007 Enterprise fully installed. I then went to install
Outlook 2007 with BCM, which failed . The error string said: The SQL Server
service failed to start.

Am I OK to install BCM onto Outlook Enterprise, and if so, what appears to
be the problem
