As mentioned, I did test the latest suggestion.
However have now discovered that if you uninstall the last Junk Mail
(Add/Remove Programs > tick 'Show Updates), close Outlook, then run Officeand
Update again to install the Junk Mail update, functionality returns.

Yup, same here. Installed Expression on a clean fully patched system,
butJunk Mail 2003 no longer works.
Tried the suggestion at http://www.outlook-tips.net/howto/fix_junk.htm
thethe Junk Mail rule is not even listed, so appears to have been deleted.
Anyone from MS got some ideas on this?

I believe you have hit on the problem. My Outlook 2003 Junk Email
filter stopped working yesterday after I installed Expression Web
Designer Beta, which I believe is part of, or will use Office 2007
technologies. Uninstalling WebDeigner Beta has not resolved the
problem. Please post if you find a fix.
