1-2) No, nor is it possible to change the encryption on an existing .pst file.
3) I spent some time looking at the registry values related to the .ost file and comparing them with .pst files and came to the conclustion that it's not possible.

Exchange 2003 / Outlook 2003:.
1 - Is there a way via GPO or other automation to change the encryption
setting on an existing OST (Outlook in cached mode)?
2 - If not via automation or GPO, is there a way to do it manually?
3 - Is there a way to change the default encryption setting for new OSTs?
It seems like the answer to all of these is no, but I can't find anything
that says this definitively.
