Help building MST file with Outlook 2003 and Windows XP

I am trying to create an office install that will automatically setup the
users Outlook profile to connect to our Exchange server (Chlcl0203) using the
user's logged on name on the computer - %USERNAME%. The MST file is working
partly because only Outlook is installing in the installation as I have set
it that way.(see below). The problem is the Exchange profile never does get
created. It's like it just skips that part and always puts default in the
profile name and you have to manually set it up. Nothing automates for the
mailbox and user..

This will be very detailed so you can hopefully can help me!

For the last 6 hours I have been trying to make a transform file work
correctly for an office 2003 std package on a Windows XP sp2 box. We have
Exchange clustered on a box with the cluster name chlcl0203 with the server
name being chlsnt002. I have created an administrative installation
directory using setup /a at the command prompt from our Office 2003 standard
edition CD where a volume license is required. I copied the entire cd to a
directory and ran
setup /a "c:\office2003\std11.msi" from the command prompt.

I have read every article I can get my hands on. I have asked others in my
organization for help and they say It should work. Others in my organization
have done this saying "its easy" They say what I am doing should work, but
does not

Please take a look at this and see if you can help me!!!

Using the custom installation Wizard for Office 2003, I have used the
following parameters. To avoid confusion, I will tell you screen by screen.

2. \\uscpf016\installs$\MSOffice2003\STD11.MSI
3. \\uscpf016\installs$\MSOffice2003\CoosaPinesFinal.MST
4. \\uscpf016\installs$\MSOffice2003\CoosaPinesFinal.MST
5. Default installation - <ProgramFiles>\Microsoft Office
Org name - Bowater
6. Default Setup Behavior is selected
7. I have deselected Excel, power Point and word and everything else to run
from the computer.
8. Configure Local Machine is selected, I put in the product key, I
selected Accept license
9. Do Not customize is selected, Migrate user settings is not! (I have
tried both ways)
10 - 16 I accept default for ease of configurations.
17 Modify Profile is selected. (per all documentation I have read)
18 Configure and Exchange Server Connection is selected
username %USERNAME%
Exchange Server : CHLCL0203 (do I need to put chlsnt002 or
chlcl0203.bowater.com?)
Overwrite Existing is selected.
Do not configure Cache is selected
19 Customize Additional Outlook Profile is selected
Deliver new mail to the following location : EXCHANGE SERVER is
selected
20 Lotus and Microsoft Mail are selected to delete
21 Convert PAB is selected
Customize Outlook Email Defaults is selected
Default email editor is Outlook
Default Format is HTML
22 Do not configure Send/Receive settings is selected.
23 All users is the only one I have played with I have set it to 1, 2 and
Clear. Nothing changes.
24. Finish.

Help, please, this does not work and I need it to work.
Thanks a ton for your help and patience.
