Use categories to flag your contacts. You can assign as many categories as you
like to an item.
Once you have assigned the categories, you can create a filter (View|Filter)
and select the category you want to work with.
Using the filtered group in a mail merge requires an intermediate step in
Outlook 97. See this Knowledge Base article for details --

temporary folder for the group, enable it as an address book and use that for
the merge job).

Well Outlook 97 was the first attempt. The merge part is easier with later
versions.
