Outlook 2003 does not remember 'safe senders'

Hello:
It seems the Outlook 2003 application on my laptop has amnesia. No matter
how many times I right-click on the header bar of a message in the preview
pane and indicate that I want a specific sender (or specific domain) added
to the 'safe senders' list - so that Outlook will automatically download
embedded
pictures in the future - the darn application keeps forgetting.
Heck, it won't even remember that I have approved downloading pictures from
a specific message from one launch of the application to another.
I am not working in an Exchange Server environment, I am using Outlook 2003
in a stand-alone environment to retrieve messages from a POP3 account. The
application is fully up to date, with all the appropriate service packs and
patches. Detect and Repair does not solve the problem. I have searched the
Microsoft KB for information about this but I cannot find anything.
My guess is that some kind of preferences file on my machine must be damaged
or missing. Can anyone help me to fix this problem?
