SMTP Unable to connect to the Network

My ISP does not suppor the configuration of Outlook 2003 except what they
offer online. I recently upgraded to Outlook 2003 from Outlook 2000. I can
receive emails but get an error when seding emails as follows, "Task
'(Profile_Name) - Sending' reported error (0x800CCC15) : 'Unable to connect
to the network. Check your network connection or modem.'". This all occured
after the upgrade and I've done the following to try and resolve the issue:

1. Deleted the email profile and recreated it
2. Extracted all profile information into a .pst file then imported it back
into a new profile
3. Changed all SSL and SPA settings which my ISP says are not needed
4. I can ping the SMTP server without any issues and have been successfull
with making Outlook Express work without any issues on the same computer
5. Turned off my virus program, firewall software, router, etc. to rule out
possibilities
6. Performed a Detect and Repair
7. Searched the Event viewer for any strange events
8. Searched many web pages that don't really relate to this issue

Here is what is really strange... If I reattach my original .pst file to a
new profile and open Outlook any emails that were imported into the OUTBOX
are sent without any issues but when I open a new email the computer slows
down and I notice a lot of network activity. When the system recovers from
this processing and network traffic surge I start getting the SMTP error
again. I know I don't have a virus and can only think that there is some
sort of registration process that goes to Microsoft everytime I create a new
account or something. I'm not sure what is happening during this surge but
it is kind of strange that it seems to be changing something. I am a tech by
profession who doesn't like to be stumped but this has gotten the best of me
and welcome any help or direction.
