Can't get archiving to work

I'm having trouble getting archiving to actually work. If I run manually on
a specific folder, or run over all, or allow autoarchive to work on folders
with archiving set, nothing actually happens to any messages.

If I have it set to delete the messages, nothing happens. If I set it to
move to the archive, a folder is created in the archive file, but no messages
move there.

Outlook 2003 on Win XP Home. Auto archive is set to every 14 days. Just
personal use with POP3 - not connected to any corporate mail system, etc.
