can receive, but can' t send outlook 2002 mail

I have a brand new laptop. I have comcast cable at home for my ISP. I use
outlook 2002 on the laptop and at home. I have Norton Works loaded.

I have disabled scanning outgoing email.
I have have Norton firewall enabled.

I have set up outlook as prescribed by comcast help links.

I have changed the server ports to 465 for outgoing and 995 for incoming.
I have SSL required for both out and incoming mail.

when I try to send email, it fails and I get the following message:

Task 'mail.comcast.net - Sending and Receiving' reported error (0x8004210B)
: 'The operation timed out waiting for a response from the sending (SMTP)
server. If you continue to receive this message, contact your server
administrator or Internet service provider (ISP).'

Can someone PLEASE help me find an answer to this problem.
