That means that somewhere there is a file that makes OL think there is an
addin...

See what is listed at
HKEY_LOCAL_MACHINE\Software\Microsoft\Office\Outlook\Addins\ and
HKEY_CURRENT_USER\Software\Microsoft\Office\Outlook\Addins
