This needs to be done in the .prf file for configuring the user's profile.

However, Microsoft does not support putting .pst files on network drives, so
you might want to rethink your approach. Accessing a .pst file over a LAN or
WAN connection requires a great deal of overhead; according to Microsoft,
write operations can take four times as long as read operations. In
addition, if a problem occurs with the network connection, the .pst file may
be damaged.
