Dave,
I got this out of the Office Resource Kit, and some direction from a
merciful person at Microsoft.
Repairing Office installations manually...
Users and administrators have the option of repairing an installation of
Office 2003 to its original installation configuration by using the Detect
and Repair feature.

To repair Office by using Detect and Repair

In the application you are repairing, (or any Office 2003 App) click the
Help menu.
Click Detect and Repair..."
Select the Discard my customized settings and restore default settings check
box.
Click Start.
You will be prompted to close the app you have open, then click retry. The
process takes a little while. Once it's done, delete the User's Outlook
Profile and recreate it. You should be able to Check "Cached Exchange mode".
