"Uninstall" means to remove the application. Your issue is with the data,
not the application. Uninstalling is neither necessary nor advisable.

If you want to try to get BCM working, go to the \Program Files\Microsoft
Office\Office11\Business Contact Manager folder. You should see a program
there called EnableBCM or something like that. Run it to enable BCM to run
under the current user account. That account will need to be a member of the
    BCM Users group

If you imported all your data while logged in under the Administrator
account, you data will probably be in the outlook.pst file in that Windows
profile's folders. See http://www.slipstick.com/backup.config.htm for file
locations. If you don't have access to that folder under the current Windows
account, you'll need to log in as Administrator and move the .pst file to a
location that you can access under both accounts.

If you're seeing the right data in OE while you're using the current
account, you can just export messages from OE to Outlook using OE's File |
Export | Messages command and import account information with Outlook's File
    | Import and Export command.
